We have a hierarchy of skill/strength building when completing gymnastics/body-weight movements. 

First Static strength- Holding positions. For the pull ups can you dead hang with straight arms, can you hang with active shoulders. Can you hold your chin above the bar.

Second Dynamic strength- Can you complete a negative slow down pull up.

Combination of static and dynamic- Can you hold above the before before completing a negative slow down pull up.

Before re-combing the movement when you have developed the requisite strength into a full range of motion pull up from below the bar to above the bar.
